7.24 will not install over Sierra as far as I can tell. Installing/uninstalling it will mess with a DP 9 install.
First, I would run the uninstaller for 7.24 and then put away the CD. Then trash and remaining v.7 Preferences.
Do a clean uninstall of 9 per the MOTU page.
Did DP 9 ask to authorize? Do you have a good internet connection or did you install a VPN or overly restrictive firewall? If DP can't see the license server the first time, it will never boot.
If still having problems, open Console. This should tell you where it is hanging. Either something is trying to load that can't or is loading that shouldn't. If the MOTU Mackie HUI plugins are failing to load, you'll see this in Console. Run the installer again and reboot.

Thanks Mike. Per the revised Subject, the issues is resolved. Bad MIDI driver (see previous post).

FWIW,
Just had the 9.1 hang on splash screen and waited it out.
In my case it was Spectrasonics VIs.
Long time waiting and eventual force quit.
After 2 launches DP came back.

Launching DP on my desktop was, suddenly, launching very slowly with a big pause after the plugins went by on the splash screen. I happen to notice that the Configure Hardware default was, inadvertently, set to Built-In Audio. Since I have my built in sound playing through my 424 I didn't notice. Once I set it back to PCI-424 I again had normal launch times.
