Can't unlock a file

I locked a file using the checkbox in the Get Info window.
Now I want to unlock it, and Mojave is telling me that I only have read access to the file, which ain't true. I definitely have read and write access (in fact for that folder I specified "everyone" to have read and write access). I can't even unlock the get info window for that file.
If I try to delete it, I can't because it's locked.
Help!

Do you have RW privileges on the drive?
If so, right click on the file and grant yourself permissions at all levels.
I had this issue with DP 7 and files I had created on another Mac.

It's a few folders deep in the Applications folder of the boot drive. On this drive itself, only system has RW privileges, "wheel" and "everyone" is read only.

In the target folder itself, admin, both user profiles and everyone has RW privileges.

This is a machine in my syudio where I have a user profile for myself and one for visiting engineers/ clients. Both are admins. I am currently logged in as the visiting engineer, but that should make no difference in this case.

Highlight each User in turn. Click on the Settings I have circled in magenta. Check the box for
Apply to enclosed items or
Make … the Owner. If both boxes are present, check
Apply... and see if that does it. You'll get a confirmation dialog that you'll have to approve.

I followed your suggestion for both "ghobish" and "engineer" (made owner of the folder and applied all changes) and am now able to unlock the file- thanks Mike!
