Audio in Clippings Folder

I wanted to make a clippings folder with a few short reference audio files. I dragged Soundbites from the Sequence window into the Clippings and a clipping was created. But dragging these clippings back into a new project creates a Soundbite of the correct and with the correct name, but it's empty. Same thing if I drag the audio out of the Soundbites window. It does work if I drag the original audio from the Finder into the Clippings window.

Does this make sense? Shouldn't anything you drag into a Clippings window create the original object when it is dragged into a new project?
