QuicKeys did refuse at first but I managed to get it working. For those who want to keep using it, you need to do the following.
Under System Preferences/Security & Privacy/Accessibility you need to select both QuicKeys and the QuicKeysUserEventHelper. Since inactive background applications are put to sleep in Mavericks, a program like QuicKeys can stop 'listening'. Fortunately, Mavericks has the ability to disable App Nap on a per app basis. This is accessed from the Finder in the file info window. Since I did this, it seems to work as before.
