I looking for MIDI Foot controller that has foot switches that is silent or at least doesn't sound too much when you click on them.

Maybe, Keith McMillen SoftStep is what you're looking for.
I'm very pleased with it.
I use it for program change, but it can do much more.
It's usb, but there's an optional MIDI box.

Aha, that's the one I've Bern thinking about, are the switches totally silent?
I read in a review that the SoftStep has a high frequency sound coming out of it that is annoying, can you confirm that?

the only noise I experienced from the Softstep was when the blue backlight is on (it's kind of a neon). I'd recommend never to use it, even if it's beautiful looking. Otherwise it's indeed totally silent switching. But not fun to program.
