Hi all,
Is there a way to have the headphone level independent to the main monitor level? If I assign the phones to anything but the main outs, I get no signal.

Set Phones Assign to something other than Main Outs 1-2. (To be more specific, set Phones Assign to something that's not in the monitor group.)
When the headphones output is set to mirror an output pair that is in the monitor group, then the signal at that output is sourced post-master volume control. Yes, this means that you can not turn down the main outs independently of the headphones when the headphones are mirroring the main outs.

This is something that has bothered me as well. The only workaround that i found (using logic pro) was to have an extra headphones bus in logic, that has the headphone out as its output. You can then mute the master out in logic, and only listen to the mix on your headphones and not on the speakers.
It is a bit complicated, so any simpler suggestions would be appreciated
