Control-drag-Velocities: Drags range such that the last note STARTS where you visually see the edge of the box. Won't change durations (?). Allows for visual feedback, particularly where the selection and the desired result are both off grid.
Scale Time: set ratio/percentage so that END of selection range (i.e., end of last note if notes are lassoed) is what is moved. If you have selected a range of notes, that is some arbitrary time-range, and you want the START of the last note of the selection to land on a specific time address, then either math, guessing (trial & error) is required. Durations are scaled.
