Did you try restoring from Time Machine?
You have never been able to reinstall an older OS without reformatting the drive
I see, but you can find instructions at Apple’s site on how to restore El Cap from Sierra with TM, but no downgrade procedures from High Sierra.

This will do it. Follow the instructions exactly. Copy and paste into Terminal. Name the USB stick exactly as it says (the Apple Store download link for El Cap doesn't work — you'll have to get it from your Apple Store account under Purchased — it will download into your Applications folder where you want it).

If it goes through all the steps to create, it should work when you shut down, insert the drive and boot with the Option key held down. As I mentioned earlier, some newer sticks don't work—if that happens, you'll see an X after you select your USB drive. If, however, it boots, you're good.

You will have to run Disk Utility from the USB drive. You'll select Utilities from the top menu. Erase and reformat your SSD. Once done, install El Cap. After installing, it will reboot and ask about restoring. You will need to scroll back in Time Machine far enough to find a restore of your system when you had OS 10.11. This restore will take many hours.

I'll set aside the time asap. I've now found out that High Sierra also no longer opens my older FCP 7.
All in all, I haven't seen a good reason to keep it.

Correct. EOL was 2011 for FCP 7. None of the old 32 bit Apple apps work in High Sierra. Too bad because nothing else was ever as good as DVDSP for creating DVDs.

Like many others, I wish that Apple had spun off the pro apps into a separate division the way they did when they acquired FileMaker. They could have kept the dumbed down versions that help sell Macs under the Apple name and let the pro versions survive or fail as the market decides instead of how big or small a blip they are in the overall scheme of things.

Interestingly, the next Mac Pro is being developed to run bleeding edge audio and AV apps that Apple is developing. The recent TechCrunch article is crystal clear on this. It does make sense, though. Apple Apps are designed to sell Apple hardware—what’s the point of building a new Mac Pro if you don’t have something incredible for it to do?

Well, it looks like El Capitan is no longer available at the App store. Maybe it's time to call Apple.

If you had downloaded and installed it, it's still there. Open the App Store and look under the Purchased tab. You may have to log in to see it. Click on the Download tab. It will go directly to your Applications folder where you need it to be. It will then open and you'll see an error message that it won't work because your OS is newer. Quit the Installer. Now you are ready to make the install drive.

If you didn't download it when current, it won't be there. If you gave 6G available on a DropBox account, I can get it to you. FTP also works.

There are other ways. You can sneakernet it from anyone who ever had it installed via an 8G or larger thumb drive. If so, make sure the file is zipped beforehand—this is important. I don't know if Apple will let you into a download site but they might. Just having updated to the current OS, you qualify for phone support. Schedule a call through Apple.com.

Last resort, I can make an 8G install drive for you and mail it USPS priority. I'd charge $15 to cover my costs. Hmmm.. I have one already made and tested but it's a 64G Rage XT ... that would cost more. Note: this is not a solicitation for goods or services; just an option.

Dang! It looked like it was going to work but then I got this error message:

I'll have to checkout my dropbox account. Think I need to upgrade anyway.

Not Dropbox.

Apple has sent you a 6 digit code. What is not obvious is that you have to add it to your iTunes/Apple Store password.

I went nuts before I figured that out last summer when I tried to add a new iPod to my iTunes account. I tried that when I couldn't think of anything else — and that's when it worked.

I'm assuming the code would be sent via email? Nothing there.

For the hell of it, I tried downloading Yosemite. Looks like it was doing it. I stopped it, but it's strange that it'll let me download an even older version.

As you set up iCloud etc. under El Cap or whatever, Apple may send you that 6 digit code again. If they do, append it to your iTunes/App Store password. It showed up in Messages for me. It's an extra step in verification. Once entered, I never saw it again.

The following showed up on the FB page this morning from Andrew Bergman @ MOTU re DP 9 crashing in Yosemite. As the 6 digit code you never saw is directly tied to iCloud, I figured it would be a good idea to repost here.

Oddly enough, this crash is related to your iCloud account. Several users on 10.10 reported this behavior months back and we figured out the crash is related to an Apple iCould update and 10.10. There are two solutions. Upgrade the OS to 10.11, 10.12 or 10.13 or try creating a new user account and when creating the new account, do not sign in using your apple ID or iCould account.
