9.13 Windows on 2nd monitor not staying where left

When I close and reopen a project, my windows on my second monitor aren't where I left them and are all on monitor one (except the control panel).

Also, I seem to be getting some kind of stuck selection issue where, if I'm selecting a note or controller in an Event List, it won't consistently let me select only one single event.

This only started since 9.13.

Also, if I open an Event List, it opens the left of my screen (on monitor 1). If I move it and resize by pulling at the bottom to make longer and/or wider, it snaps back to the left of the screen.

More wackiness. I imported audio and was unable to drag it in an Event List.

After I trash prefs, I can't drag windows from one monitor to the next.

No replies, so, I guess this is just me.

It does let me drag the audio into the Tracks (Overview? - people always say "TO", but, I only see "Tracks:").

Some kind of an Event List issue?
