I'm wondering if it's a preference setting somewhere. Like edge edit copy or something. Or perhaps a corrupted preference setting? Or, like I said, maybe I just did it differently than you did. Let's see what results Shooshie gets.

These shortcuts:
Paste at Original Time
Move Insertion Point to Counter
Paste At Wiper
are pretty handy and work as expected over here.
Differentiating between Wiper and Insertion Point makes copy/paste workable.
Timeline - perhaps avoid highlighting (once you've made the selection) and see how moving the "Insertion Point" to where you want to paste works.
Paste at Original Time
