I read somewhere that Apple has included numerous enhancements in Tiger, including added audio and MIDI functionality.

I've got the TIGER installed but really can't see where are those added audio and MIDI functionality.

What are those added audio and MIDI functionality?

Have not read precisely this myself, but numerous enhancments in any os-system, may well be
"under the hood" enhancments not readily visible,
until someone writes/tweaks an application to really
take advantage of it.

One MIDI enhancement is MIDI over a network... Check out the Audio/MIDI app and you'll see another "interface" in the MIDI set up...
