Remove all MOTU software manually via windows. i.e.
Disconnect the MOTU. Download the latest drivers. Again if necessary.
Try to remove existing drivers via device manager > uninstall. There should be 3.
Remove the executables by uninstalling 'MOTU Firewire USB installer for 64 bit windows' via programs > Uninstall a program.
Reboot. Install the drivers etc. Reboot.
Plug in the MOTU (firewire if poss but USB will be fine also). Turn it on.
Report back.

The UltraLite FireWire ports or the FireWire port on the motherboard might be malfunctioning. Have you tried the interface with any other computer? Do other FireWire devices work normally when connected to that motherboard?
The leading cause of wrong answers is asking the wrong questions.
