Unless you're starting with a new drive, it *almost* doesn't matter.
For example, for those who were running Leopard and had DP and their plugins/VIs already installed, the next step was to move to SL. After that, it was a question of when DP7 would arrive, at which time that would be installed. That scenario is based only on release/ship dates with the intent of having DP7 running in SL. I'm sure any number of other scenarios could be imagined which would likewise dictate as many other installation sequences.
A new drive, of course, would probably dictate installing SL first, then DP, then plugins and VIs. The plugins and VIs could be done before the DAW, but I always like to install them one at a time after installing DP to test each one as a plugin before moving on to the next installation. This helps to isolate any possible incompatibilities. It's also a little easier to keep up with what's going on with the Audio Units Cache if it updates itself one AU at a time.
You don't need to have DP6.x installed to install DP7, fwiw, since you'd be installing DP7 from disc.

If you'll be installing Native Instruments' plugs, you'll want to check the instuctions on their site. Some plugs won't install correctly under SL, but will work if installed under Leo.
