What is this and why is it posted on some intermediary file sharing site and not a link to it at TC's web site?

I apologize for being concerned, but I work primarily on a Mac not a PC so I was unfamiliar with this app and what it does. We have a strict non-piracy policy on this board and I had to block that URL until I could be sure that it was legit to distribute this application. Thanks.
