How to mute layer

I want to create a sound where a layer is a series of samples and the other layer plays only when the CC64 in on and while it's on , it Mutes the first layer.

A sound that switches between layers with the sustain pedal.
Two completely different sounds.

I created a rule for layer one .
Created a sub-rule where CC64 is 0-64

But where do I say to mach5 when the CC64 is between 0-64 , don't play ?

Haven't found in the manual......

Couldn't it be simpler to automate your layer's mute button with pedal?
