surround panner not working DP5.13

Ok maybe I'm missing something which can be the case but....

When I try to mix a stereo or mono track to a surround bundle the surround panner does nothing. Its there and you can move the button but the sound stays in 1 or 2 speakers. NO movement.

I'm running DP 5.13 on MacPro 2x2.8 ghz Quad-Core with 10.5.2 to MOTU 24 I/O.

Just installed new drivers and new updates.

When i installed 5.13 i failed to instal 5.12 and there are some things that are installed by the 5.12 installer.
So now all working
