Error creating folder. 1008:9,-5000 Access denied error

I'm switching machines.

I kept running into this error.

My mac would not let me install any software, in spite of being an admin user and doing multiple multiple permissions repairs.

I googled around and found this tech note and it seems to have fixed the problem:
