No sound when editing MIDI

Tell me please, why when you make MIDI changes during playback, the sound disappears when editing? Is it possible to turn it off?

So you're "making MIDI changes" while DP is in playback, and the sound disappears. What kinds of MIDI changes are you making? Editing in the graphic editor? Copy/Paste in the tracks overview? Changing the MIDI output device/channel? Does the entire sound disappear? Or just track? Or just the note you are dragging/editing? What do you want to turn off? The silencing itself?
DP probably silences things because MIDI operations during playback can cause problems like stuck notes, conflicts, controllers that are not zeroed out, etc. Not to mention issues with routing the MIDI and audio of virtual instruments that are changing mid-stream. So you might not be able to get the kind of behavior you are after. Even if your own "changes" are relatively simple, DP is probably behaving in a way that prevents problems for users who might make more complex changes.

When I make a edit in "PianoRoll"
any action with MIDI-notes (change in length, etc.)stops the sound of the edited note
Recently I often spent a lot of time in Reaper and the current behavior in editing MIDI did not notice

You might try running DP in "Live" mode. Editing something that is pre-rendered (as DP does when not running in Live mode) would necessarily mute audio.
Live Performance Mode
When performing live, you want all effects processing to be done in real time, rather than pre-generated, for instant responsiveness. Live Performance Mode ensures that your computer feels like an extension of your hands.

Yes

I just tried it, and I can hear the notes change pitch as I drag them up or down during playback.

I'm not sure, but I think this is how it has always worked.
It makes sense to me that DP can't just have a note's start or end cross before or after the moving wiper during an edit.
Again, it's one thing to think of the most simple scenario-- i.e., moving one note's end while the wiper is moving/playing. But DP also allows you to select and move any and ALL notes and drag things around that would greatly mess with space/time. DP is just creating a simple rule to prevent chaos and stuck notes by releasing notes that are currently being changed during playback.

Was it always? I can't remember whether it was 25 years ago in DP and MIDI with external synth ,,,

I'm not sure. It might have behaved differently before.
I still can't get used to how DP has at various points made more and more things pay attention to the grid snap setting. Before it was just dragging things; then, it was lasso selection (which used to always be off grid regardless of grid enable state), then it was moving the wiper itself, which now snaps if the grid is enabled. I still hate it. Can't get used to it.
