I am using OS X 10.11.6
I am seeking to upgrade from 9.13, but when I click on the install box logo I get the message
"The operation couldn’t be completed. (com.apple.installer.pagecontroller error -1.)"
I run utilities to fix permissions, but that did not solve it.
All suggestions gratefully received.

No, they won't. Such utilities are useless and do more harm than good.run utilities to fix permissions, but that did not solve it.
You could have a corrupt download. Try accessing motu.com with a different browser. This is just not a problem that others are having.
You are downloading to your boot drive, yes?
