Scissors Tool Inoperable in MIDI Editor -- SOLVED --

Hello All,
Within the past week, I've noticed that the Scissors Tool does not sever notes as it used to do in the past. The Scissors Tool is clearly visible and I am able to click on it and the icon changes to the normal scissors icon. Everything seems the same, except that the scissors cut is not being made.
I tried reinstalling DP9.13 but to no avail. Perhaps there something in the preferences pane I have missed checking? What gives?

EDIT: PROBLEM SOLVED -- I shall post this solution for other people who may have experienced the same problem. When I disengaged Markers in Filter View window (cmd-F), the Scissors Tools functionality resumed functioning.
