This is about moving clutter on the desktop into document folders. I don't keep all the folders I might use in the dock -- too many possibilities, so I use drag and drop to a Finder window.
In some previous versions of OS X, I was able to drag a desktop file to the Finder icon in the dock and a Finder window would open, so the file could be dropped in the proper folder. In Mavericks this doesn't work.
But if you drag and hold a file over the Trash icon in the dock, a Finder window will pop open complete with a sidebar, allowing you to drag and drop to any folder.
