24i pulsing noise problem

I have an older 24i and am using Cakewalk pro studio 9 with win xp. I have used it for several years without too much problem. Just yesterday when I bring up cakewalk and armed it for recording, I get a pulsing in the meters in the cakewalk software and it shows up on the recording. I have discoonected everything so that the only thing connected is the 24i to my computer and still have the problem. I tried replacing the power supply in the PC but it still pulses. The pusle goes about a third of the way up in the meters and is sequential starting at the 1 st channel going up one at a time to the last channel and keeps repeating. This unit has the old 323 pci card.Anybody have any thoughts on how to isolate this trouble?
