Im new to DAW recording and I have a drum beat in reason rewired into DP 4.5

Then I have a waldorf synth with the arpeggiator playing - question is : Is there a way to lock the sync down so they both play exactly in sync - right now I have the tempo in DP/Reason set at 116 so I set the arp on the waldorf at 116 - but after few measures it seems to go off a bit - is there a way to lock it (like some softsynths have LFOs that lock to the beat?)

No Waldorf here, but I've done this with my Andromeda...

It sounds like you're not synced, IOW DP and the Waldorf are both just Freewheeling at 116 along side one another and not the Master-Slave situation you need.

The first thing you need to do is send MIDI sync to the Waldorf, meaning DP will be the Master MIDI clock for both the Waldorf. This is done at DP's end. It's in Preferences and can be accessed through the Menu's or a button on the Transport (check your DP manual). Then you need to set the Waldorf to receive External MIDI Sync somehow. Might be called External Clock. There should be a way to do it and it should be in your manual. Try to match the settings best you can and you may have to try a few sub-settings on both ends to get it to work (there are several options in DP as you'll see). I'd suggest starting with MIDI Beat Clocks, not MTC.

If this is set this up properly, the Waldorf arpeggiator should not run at all until you hit "play" in DP. It will be waiting for a sync signal from DP before it will play.

The opposite may work as well (Waldorf as master-DP as slave) but I would try this first.
