any way to get steel drum sounds in a plugin format / v.i. for digital performer?

Something as specific as steel drums will more likely be part of a larger mallet percussion library. For example MOTU's Ethno Instrument has some steel drums. Arguably a better collection for a lot of unrelated reasons is Project Sam True Strike 2, which also has a steel drum. Once again, it comes with a whole lot of other things as well.

If you have a universal sampler, this might be a good time to scour what's available in the way of Giga format, then convert Giga to Mach5 or Kontakt 2 or 3. This place is a bit of an eyesore, but there may be some gems buried in there somewhere:

I used to get great steel drums on my Yamaha DX synths. Those patches could/should work in FM7/8. If you have FM7/8, I can send you the patches.

The pans in Kontakt 3 is not bad, just kill some of the resonance decay since its a full range guitar pan. Otherwise there is too much mudd.
The phunkynutts one isn't bad for a lead pan.
