Well, sure, you could connect it to any of the 828mkII's analog TRS inputs or outputs. It's not going to do anything, but you could connect it if you want to.
You can use a basic footswitch with the 828mkII, which can allow for some manner of transport control (pedal down/up for punch in/out or pedal down/up for play/stop, etc.). If you really want to use the all of the LRC's transport functions, then you need a MIDI Timepiece AV or Digital Timepiece. The MIDI Express XT and Micro Express may also feature LRC support, but I can't remember for sure.
