If you think the UK's in Europe, then consider me as saying yes.
The issue seems to be whether the upgrade is being handled by a local distributor or by MOTU from the US.
See here for a list of distributors although it may only affect these countries.
If your response card which came with the Version 1 manual didn't need sending back to the US and you didn't send it back at all and registered online at MOTU.com, they probably won't know about you. I fell down that gap and had to send my receipt to our national distributor.
