I don't know how to get zero latency monitoring of a wet vocal track on input.
dry is easy, but sometimes you want to record with effects. I have DP 5.11 and Cuemix. obviously "record through effects" but then you have delay and problems with claritiy and timing.
what are your solutions to this, if any?

You can use an aux track with the input set to the same input as your vocals. Route the output of the aux to your reverb bus (or just put the reverb on the insert of that aux track - 100% wet). The volume fader of the aux will then act as the reverb level.
There will still be a latency on the wet reverb but I doubt if it will bother your singer - you can always lower the pre-delay on the reverb to compensate.

Here's how to use an external reverb in DP without running into latency difficulty.
A live vocal mic is plugged into mic input 1 on the HD192. In CueMix, that signal is routed to you main monitor outputs. Now you have a dry direct monitor signal for the mic. In the second mix bus for CueMix, send the mic signal to outputs 7-8 to the reverb.
Back in the first mix bus, bring up the reverb returns. You now have reverb on the live input signal. Leave the reverb return at a constant level. Vary the reverb amount on the input signal by changing the send level in the second mix bus.
In DP, disable input monitoring. You don't need to monitor the live signal through DP because you're doing that in CueMix. On the audio track, use a send to the HD192 outputs 7-8. This will allow you to put reverb on the playback track.
Now you have no latency on the live monitored signal. You have variable reverb on the live signal. You have no patch through of the live signal through the CPU, which means you can run the sample buffer wide open. When you play back a recorded signal, that signal can have variable
reverb level.
When you punch in, you will no longer hear the recorded track.
