MIDI Express 128 freezes on startup

Having a bit of trouble with a MIDI Express 128.
If a power the PC up with the MIDI Express 128 connected then everything looks fine - device recognised by Windows, all 8 inputs and outputs appear valid to my music application software, MIDI inputs show activity on the input activity lights. But - if I send MIDI data to an output then no activity is shown on the output lights and no MIDI messages are output. Equally no MIDI input actually gets to the applications. If I Stop the device (using the Remove device safely gismo on the bottom righthand corner), disconnect and reconnect it then all works fine. Equally if I start the PC up without the device connected and then connect it everything works fine. It works but is a pain and I am not sure that unplugging and plugging the device every day is a good thing! One other thing is that after stopping the device, and after reconnecting it something seems to hog the CPU for about 20 seconds or so.
It is connected to a Dell PC running XP with SP2. Also installed are a Yamaha SW1000XG and an Emu 1212 soundcard. I downloaded and installed the latest driver from the EMU website (and for the other devices). I have uninstalled and reinstalled each audio device but the symptoms remain the same.
Anybody had anything like this or got any ideas?
