I just did a fresh install and Native Access definitely gave me the option to "Locate" the libraries, so I did NOT have to download them. Hopefully you catch this before you've gotten in too deep.
That is great news. I wasted a lot of time and Internet bandwidth re-downloading my NI Komplete Ultimate Collector's Edition data when I rebuilt my boot drive.

And re: restoring boot drive from clone... I've had to do it a couple of times after a Mojave Security Update F'd up my boot drive. No problems here! As mentioned, I used SuperDuper to clone.

At first, I was irritated about having to install "software managers" (Native Access, iZotope Product Portal, Sonokinetic Manager, etc.). But the advantages of them both managing updates, and being able to streamline library management in these cases is pretty nice.

The only downside is when the developer abandons old versions-- as Native Instruments did with some legacy products. That affects users of older computers, or nerds like me who keep a couple older generation computers around for various tinkering purposes.
