I think that the key element here is the original PCIe driver for macOS which I suspect it is developed for Intel x86/x64 Intel CPUs therefore I believe that it should work on Intel based Mac but guaranteed not to work on Apple Silicon CPUs.
In the 13 years since the 424 was discontinued, no one has been successful making the 424 work in any external box connected to a Mac. Until 2020, all were Intel machines. MOTU would have to make a version of the 424 with updatable firmware and was unwilling to do so. To be clear, firmware incompatibility was always the issue — UAD cracked that nut a couple years later but only their cards with updatable firmware benefitted.

So pardon me if I believe that you are incorrect. I have an open mind in case someone ever does it.

In the meantime, there are many Windows machines where these do work, even if MOTU no longer supports it.
