That is a great idea.
I'm having the problem on both my music Mac Pro and also my laptop, so I can trash all of that on the laptop and see if that is the issue.

Well I trashed all my DP preferences but that didn't work.

Once, when I was having intractable issues with Digital performer, I created a new user acct on my Mac and all was right again

Hey there, I have this exact problem, Mac Pro 5,1 10.14.6, Saffire pulse RX580, DP 10.11. Happens in all projects. This is troublesome not being able to get at the most important features for a video in DP! Have you had any luck resolving this?

Totally zero.
I've tried trashing preferences, creating a new Log-In account, so many more things.
It is all work-around now.
Set Movie Start is a command, so you can do that.
Import movie audio is not, so I use MPEG Streamclip to strip ou the audio and import into DP.
Clear Movies is also not available, so what I doehwn I get a new edit is close the project, delete (or move to another folder) the old cut/movie, and then when you re-open the project, you get an error message saying DP can't find the movie, and you just pick the new cut/edit of the movie you are working on and load that.
This is really maddening, though???!!!

I wish I could offer you guys a solution to this issue. Interestingly, it appears Chris' system is, with the exception of the RX580 (I run a Gigabyte RX460), identical to mine.
Not knowing what GPU JSmith is running reminds me that both you guys would be well-served to take minute and put a signature together with system specs. Although Chris' post includes relevant info, and JSmith's first post included partial info, if complete info is in your signature, readers won't have to search for it.
One question for Chris: How are you powering your RX580? it is my understanding that the card pushes what the Mac Pro can deliver via its two 6-pins plus PCIe power, Could this be an issue? I wonder what GPU JSMith is running... My RX460 sips power, needing only that provided by PCIe.
That said, the fact JSMith is encountering this issue across two very different platforms is puzzling.

JSmith...it worked! Only suggestion is add DP version #. But thanks for doing that, and good luck getting the subject issue resolved.
Have you started a tech link with MOTU? They might ask you to send them a project file.
One final suggestion: create a new Boot drive with fresh install of Mojave and DP. Last time I upgraded OS (to Mojave 10.14.6 -latest) on my 5,1, I started from scratch with a freshly-formatter SSD, installed Mojave and confirmed it was operational, then used Apple's Migration Assistant to transfer apps and data from my prior (Sierra) boot drive, which I retained for backup. Worked like a charm. Had to re-authorize DP and probably some other stuff I don't recall.

Don't overlook Migration Assistant. Takes awhile, but doesn't require monitoring while it is doing its thing.

For me, everything went peachy with Migration Assistant.
If it doesn't work, you can start over from scratch with nominal time lost by simply re-formatting your new boot drive. If it DOES work, you just saved a LOT of time and energy.
If you set up a fresh boot drive, you could just install DP first (before running Migration Assistant or manually installing stuff), then run a trial to see if the Movie Window issue is resolved. If it is not, you could free trial install and run DP10.11 to see how it does before you put your system back together.
