Well, well, I didn't expect to start up this much discussion ... but good to see that others have found what I did, that the existence of these things is in the documentation, but the method is not. That's why I posed the question to begin with.

So, anyway, here's what I've learned from experimentation:

You can open and close the folders in the track & sequence windows, and in the mixer via the track selector.

Functional controls (like play-enable) are only in the tracks window. The functions that are available appear to be an arbitrary subset of the total.

Opening/closing a folder only affects the view in the window in which you do it.

Interaction with the Mackie Control (and maybe other control surfaces) does not appear to have been deliberately dealt with. In my case, opening/closing a folder does not affect the tracks that are visible on my faders. However, if I use the "Bank" or "Channel" navigators on the MCU, and the result would land inside a closed folder, it opens that folder. I would certainly prefer that the MCU would consistently "obey" the status of the folders, but that's just me.

Thanks to everyone! I'm moving on.

Well there ya go! :D Also, usually when you choose the "What's New" from the Help menu, it's just a pointer to a PDF somewhere on the hard drive. You should be able to print it out if you wish. There's really not all that much to them as you discovered.

OK. So let me tell you about Buffy. Way back in the olden days there was this device called the ADAT. DP touted sample accurate ADAT transfers with the MOTU 828 (the 828 has an ADAT sync connector). I was finding that from time to time the transfers were off a bit. Well, not quite a bit. No, more like off by exactly the number of samples as the buffer setting. I called Motu Tech support. At the time there was this jerk working there that didn't know jack (luckily he's gone now). Anyway, I called tech support at Sweetwater where I bought the 828. They put me in touch with an engineer at MOTU who actually listened to me. Much time was spent experimenting and reporting the results. Well, to make a long story short, the next update to DP included a plug-in called Buffy. Yep, you have me to thank for that one. 8)

I used Buffy (along with Expert Sleepers Latency Fixer) to incorporate outboard effects... I described how I did it here:

Scroll down a little and it's there. I really truly wish MOTU would make a special plug-in that was meant for incorporating hardware effects into our rigs. Be sweet if the plug could send MIDI patch changes to the units too... sigh...

Phil, that's cool that they did the plug due to your feedback.

They should have named it Philly. After all, it phils out the buffer. :-)

+1000

This is my number one request at this point.

Hopefully motu does it right and also allows such a plugin to route to Rewire devices as well. This way it would also help out the Bidule crowd.

Yeah, I thought is was pretty cool too. Unfortunately, I never used it. It was easier to set the nudge amount to the buffer setting and just hit the arrow key.
