PSP Xenon is the best and most transparent that I have ever heard. UAD Precision Limiter is also very good. Elephant would follow a t third for me. Proper gain staging and the use of a good buss compressor will also help get your mixes more competitively loud and IMHO, should be done before a Limiter anyway. This assumes your mix is not being sent out for mastering.
