This is it! I've, in the back of my head, always wondered why this feature is not quite there. A filter on eight notes, or something like that, that would follow the tempo of the song, and one that can delete all beats but the first beat of each measure [or find one beat per measure] or "select one beat per measure" would allow you to strech things in one or 2 measure chunks and leave the live grooves etc.
