Got your file. When i first clicked on the project it crashed DP. I NEVER get crashes and more. Never! But it may be that DP couldn't find your hardware (I have a Track 16). Second attempt I could open the file and scale tempos.
Note that after selecting my time region I clicked on the conductor track in the tracks over view window. That's the only thing that might be happening. The conductor track is not being selected in the region?
