How to send patch changes in DP to older rack gear

I have a Yamaha Motif Rack ES. I'm trying to send patch changes to it.

I'm inserting a PATCH CHANGE and the Motif will change to the correct MSB and LSB but will not go to the Patch Number.

Example
Full Grand = MSB63, LSB0, Patch1
Ballad Key = MSB63, LSB0, Patch16

When I try to insert a "change to Ballad Key" command, it will always go to the first patch in the MSB/LSB bank (in this case, Full Grand).

It will never go to any patches below Patch 1 in any bank.

What am i doing wrong?

Totally a guess, but don't you have to change the LSB value to other than zero?

Ballad Key = MSB63, LSB15, Patch16

Yes. I'm sorry I misspoke. The Yamaha LSB bank is 0 but in DP i enter "1" and it switches to that bank.

Even still, it won't patch change to anything other than the first patch of that Bank.
