All of a sudden the volume on one of my MIDI tracks is drastically lower than what it was previously and much lower than all other tracks.
It's not muted because I can still hear something, just much lower volume than all other tracks. The volume in the mixing window is all the way up but it is still a low volume.
Before this happened I was adding volume articulations. But I have undone all of that work and turned the mod wheel all the way up but the volume is still low.
Has anyone had this problem or know of a way to fix it?

Make sure the Velocity settings are where you want them. Also, check to confirm that your MIDI track has Automation enabled.

Look in the event list to see if there is CC#7 or some other controller that is knocking down your volume.
While you are there look at your velocities and see where they are.

What is your setup? What is the MIDI track playing? You might be hearing the result of an inadvertent change in the output assignment on a VI.
For example, if I have a MIDI track playing to a VI that goes to the Main outs on my 828 Mk 3, now and then the output gets switched to Analog 1-2. I can still hear the channel on the monitors connected to the Main outs, but at lower levels.
