Phantom power noise

I have an Echo Gina G3 PCI card which has phantom power option on the breakout box. When I use my AKG c1000s mic w/ battery power (no phantom power) I have no problems whatsoever. When I use AT 4033 condenser along w/ phantom power I get a lot of static noise in addition to whatever source the mic is tracking. Is this a faulty soundcard?

check your cable first.
