I once heard an interesting speaker on the subject, who correlated much of this behavior as a result of the "self-esteem" movement of the 80's and above.

5.13 is working on osx 10.61 on a mac mini core 2 duo........
The software update asked me if I wanted to download rosetta, and that was it.
I can't wait to upgrade to 7 though :)
