I'm missing your point here. Window sets predate consolidated windows. The only relationship between them is they both use the word "windows". You don't need to use consolidated windows to use window sets. 1. In the prefs, turn off all the options on Consolidated Windows.
2. Set up non consolidated windows. Save them in Window Sets.
3. Close the consolidate window.
