Correct.
They do appear at the top of the bar (or corresponding floating window), but it would be so much better to have the little tag right next to wherever the edit is taking place, like the help tags, so we don't need long necks to pick all the way up (especially for us with double big monitors). After hours of work, this would be easier on the eyes too.
