I think he means have the number right by the tool itself, so that your eyes don't have to do double duty. It's fine as-is, but I can see the utility of having the number travel with the cursor, as long as it doesn't block the view. If you're on the far-right side of the screen, you have to stop moving while you look over and see what the value is, then back-and-forth until you nail it. If your motion is constrained vertically with the SHIFT key, then it's a lot easier.

They do appear at the top of the bar (or corresponding floating window), but it would be so much better to have the little tag right next to wherever the edit is taking place, like the help tags, so we don't need long necks to pick all the way up (especially for us with double big monitors). After hours of work, this would be easier on the eyes too.
