i guess this is an easy one to answer but I can't find it in the manual...
my snap-to information window is grey-out: and when I move notes, they will only move in increments of 1 measure.
where do I enable this?

Snap to Grid will always be grayed out if the front window is the Tracks Overview. You will need to open the Sequence Editor or the Graphic Editor. You can access the Grid from the Info Bar if the Info Bar preferences are set that way, which I think it is by default.
Holding down the Command key while you drag something overrides (toggles) the Snap's on or off setting in the Sequence and Graphic Editors and turns it off in the Tracks Overview. That's handy at times.
If you zoom the Tracks window out horizontally you can get a finer grid for dragging.
