DRAG and DROP not working properly

When I drag and drop loops from Ethno to Sonar it does not work as it should.
For example, I have an African drum beat and I drag it to start at 10 seconds into the song. The loop is positioned on the timeline in the right place but it starts from the beginning and plays all the way through the song.
Has anyone else had this issue?
