Do you have the options to open old projects and old window sets in the CW turned off in preferences? If I turn those off, this does not happen, even with windows set to open in the CW in the other preferences.

It has been this way for years on my setup.
On opening a project, I just close the CW and all of my saved windows are there.
Same here.

Those are unchecked and I still get the behavior waterstrum describes. Even after a clean install of DP and creating new templates.
