I'm having a weird new behavior when adding a new instrument track.
In the Mixing Board window, I have the "Set Number of Inserts" set to 8, but when I add a new instrument track, the new track has 16 inserts.
I can't fine a way to change it or delete the 8 extra inserts.
What am I missing?

Might it be the MIDI inserts showing on MIDI VI Track? I usually turn MIDI Inserts View OFF so this doesn't happen.
