I solved this problem today by looking at the Transport Window and unclick the "Auto Record" button. I never use it so how did it get on? I went to the Steup Menu->Commands Window and searched for auto and deleted all keyboard shortcuts for Auto-Record, to avoid accidentally tuning it on.
The problem exists in DP11.21 as well as 9.52.
I have suffered this problem since DP8 - every 7 years, I guess, I get stuck with it.
Nowhere on the Widely Googled Web could I find this answer.
Stuck no more!
