It looks like it's a GUI modification to make the little velocity icons larger and easier to see/grab in the graphic edit window.

It's a file called "dp6_velocity_mod.zip" and it's 3.6KB.
Nothing cryptic about the link; whilst I've not used that particular service before, it follows the same paradigm employed by many other such services. Simply enter the characters that you're asked to into the field (a bot-insurance policy, most likely), and wait the 45 seconds or whatever for the free service and then click the "free download" tab at the bottom of the right-most list.
As I said, many other file-sharing services seem to work this way, and as I'm a no-budget (as opposed to a low-budget) person, I've always chosen the free service when offered.

How do I like to work? Out of my "StudioInABag" of course; SwissGear laptop bag (awesome), MacBook Pro (4,1) 2.4ghz/4gb/500gb/Snow leopard, lots and lots of drives, Mbox2Pro, DP, PT, Logic (hardly touch it), Komplete, Reason, too many plugs and VI's to list, Akai LPK25, Korg nanoPAD, wireless keyboard/mouse, Sennheiser 650HD phones...basically i pull four cables out of the bag, hook to the laptop, and go!
