ASCAP and also BMI both provide posts about them the other really should study these people. Can someone translate this? On the surface it appears to indicate you need to be associated with a sub publisher for foreign royalty collection but I can't really grasp the substance of the comment and I may be misinterpreting it.

You can collect foreign royalties w/o a sub-publisher in a non-USA territory.
