Maybe, but I don't know why Apple would bother trying to shut it down. I assume they had some test code on the site that was there at the time, and was still active. The APP Store IS still reachable on iOS 9 and maybe older ones.
It confused me at first look, but then I just opened both apps on iOS 9.
