And it did! Now both Live and the other apps launch! Does anyone know what the line above means?
If you're curious about a Unix command, you can display the man (manual) page. For the rm command, the man page can be displayed by typing:
man rm
Spacebar scrolls down, hitting 'Q' closes the manpage.
'sudo' means the command was executed as root (user), so you got a password prompt.
You could have done the same thing without the Terminal, by manually trashing the content of the MIDI Drivers folder.

BTW, if you use any external MIDI devices, you will probably have to re-install their drivers.
